Cleaning:

Muriatic acid. Start with a wire brush and 1 part muriatic acid to 4 parts water solution. If that doesn't work, try stepping your solution up to 1 part muriatic acid to 2 parts water. If that doesn't work, try using muriatic acid directly.

NOTE:
Try your best not to get the muriatic acid in the joints. Also, do not leave the muriatic acid on the bluestone for more than 30 seconds or so. And then, wash the bluestone thoroughly with water.

NOTE 2:
If straight muriatic acid doesn't work, unfortunately, the cement is there to stay.
